s3-credentials 0.17

New release of my s3-credentials CLI tool for managing credentials needed to access just one S3 bucket. Here are the release notes in full:
  • New commands get-bucket-policy and set-bucket-policy. #91
  • New commands get-public-access-block and set-public-access-block. #92
  • New localserver command for starting a web server that makes time limited credentials accessible via a JSON API. #93

That s3-credentials localserver command (documented here) is a little obscure, but I found myself wanting something like that to help me test out a new feature I'm building to help create temporary Litestream credentials using Amazon STS.

Most of that new feature was built by Claude Code from the following starting prompt:

Add a feature s3-credentials localserver which starts a localhost weberver running (using the Python standard library stuff) on port 8094 by default but -p/--port can set a different port and otherwise takes an option that names a bucket and then takes the same options for read--write/read-only etc as other commands. It also takes a required --refresh-interval option which can be set as 5m or 10h or 30s. All this thing does is reply on / to a GET request with the IAM expiring credentials that allow access to that bucket with that policy for that specified amount of time. It caches internally the credentials it generates and will return the exact same data up until they expire (it also tracks expected expiry time) after which it will generate new credentials (avoiding dog pile effects if multiple requests ask at the same time) and return and cache those instead.

I released a new version of my LLM Python library and CLI tool for interacting with Large Language Models. Highlights from the release notes:
  • New OpenAI models: gpt-5.1, gpt-5.1-chat-latest, gpt-5.2 and gpt-5.2-chat-latest. #1300, #1317
  • When fetching URLs as fragments using llm -f URL, the request now includes a custom user-agent header: llm/VERSION (https://llm.datasette.io/). #1309
  • Fixed a bug where fragments were not correctly registered with their source when using llm chat. Thanks, Giuseppe Rota. #1316
  • Fixed some file descriptor leak warnings. Thanks, Eric Bloch. #1313

That last bullet point about uv relates to the dependency groups pattern I wrote about in a recent TIL. I'm currently working through applying it to my other projects - the net result is that running the test suite is as simple as doing:

The new dev dependency group defined in pyproject.toml is automatically installed by uv run in a new virtual environment which means everything needed to run pytest is available without needing to add any extra commands.

EU pesticides export ban: what could be the consequences?

The report focuses on how a ban would affect EU employment, as well as the impacts on human health and the environment in importing countries. It concludes that stopping the export of EU-banned pesticides would neither endanger employment nor burden the EU economy. At the same time, a ban would positively impact people's health and the environment in importing countries.

While pesticides are banned in Europe because they are too hazardous for humans and/or the environment, European companies are still allowed to manufacture and export them in other parts of the world. This EU double standard poses a threat to human health and the ecosystems in importing countries, mainly Low- and Middle-Income Countries (LMIC). At the same time, the EU imports food grown using these substances, leading to exposure of EU consumers via residues in imported foods and also putting EU farmers in an unfair competition.

After committing to ban the export of these pesticides in 2020, the EU has been stalling, and even backtracking, under pressure from the industry, which fiercely opposes the adoption of an EU-wide export ban. The main argument used by the industry is that an export ban would harm the EU economy and create a massive job loss for pesticide producers while having no beneficial impacts for the protection of human health and the environment in importing countries. The thorough investigation presented in this report gives a completely different picture :

  • A negligible economic cost for the EU. The total number of jobs potentially at risk as a result of a hypothetical EU export ban would be as low as 173 jobs in 2022. Based on the experience with the partial French export ban, the authors conclude that the total potential loss of employment would have accounted for 25 jobs in 2022 for the entire EU. In the end, no jobs might be lost at all as staff may be relocated or given different tasks.
  • Positive impacts for importing countries. To this day, the EU remains the world's leading exporter of pesticides. Consequently, stricter rules on pesticide exports will have positive effects on chemical pollution globally. Halting exports of pesticides banned by the EU would reduce exposure and all associated risks for the health of agricultural workers, local populations, and the environment.

Based on these findings, the coalition of civil society organizations urges EU policymakers to act without further delay.

Alternatives for a fair and sustainable partnership between the EU and Mercosur: scenarios and guidelines

On 28 June 2019, the EU and Mercosur reached a political agreement towards a free trade agreement between the two regions, after 20 years of negotiations. In the ensuing period, the path to ratification has been fraught with internal and external challenges. The agreement was highly criticised for its potential environmental and social impacts.

Indeed, the EU-Mercosur agreement promotes trade flows of goods incompatible with the objectives set by the Paris Agreement, the European Green Deal, and the Farm to Fork Strategy. It poses significant risks for Mercosur countries, as it locks them into a role as agro-exporters, and worsens deforestation in the Amazon. Its implementation would also negatively affect EU countries, notably from a health perspective, as it would facilitate the entry of products produced using practices prohibited in the EU.

These obstacles prompt a critical examination of the viability and plausibility of ratifying the current agreement in its present state – from an environmental, social and democratic perspective, but also regarding the discrepancy in production standards between the two blocs, in the context of farmers' protests across Europe.

The report, authored by Veblen Institute, CISDL, E3G, FTAO and IEEP, coordinated under the Green Trade Network, and commissioned by the Greens/EFA group in the European Parliament, explores 4 scenarios for a fair and sustainable partnership between the EU and the Mercosur region :

  • Alternative 1. Renegotiation of the deal : with key elements to consider such as, making tariff preferences conditional on effective compliance with sustainability criteria for all the most sensitive products from a climate and biodiversity point of view, compliance with environmental and climate commitments as well as core ILO conventions as an essential element of the EU-Mercosur Agreement, specific and measurable commitments in the TSD chapter, etc.
  • Alternative 2. A bilateral partnership on sustainability issues without access to market (high level of cooperation, low level of market integration)
  • Alternative 3. Targeted cooperation and integration: a bilateral partnership on sustainability with targeted market access
  • Alternative 4. Targeted Bilateral Strategic Partnership(s) (on critical raw materials)

The Report also contains policy recommendations for decision-makers and negotiators on both sides to build future relations between the EU and Mercosur :

1. Any agreement or political partnership with Mercosur countries (as a bloc or individually) should be compatible with the Paris agreement and the Kunming Montreal framework in compliance with international human rights law, ILO Standards, WTO law and Public International Law.

2. Future cooperation vehicles between the two blocs should be based on dynamic assessments of the impacts of any market access measures on both ecosystems and local communities. They should include tailored roadmaps for addressing key environmental and social issues, combined with review and adjustment clauses.

3. Any EU-Mercosur partnership should be supported by a financial package that facilitates compliance with EU market access requirements and contributes meaningfully and sustainably to the Mercosur region's clean and circular economy transition, further linking the EU's trade policy with specific programmes such as the Global Gateway.

4. The future partnership should provide a series of assistance measures to ensure sustainable management of resources and a fair allocation of value as well as to raise the capacity of local actors to comply with the EU's environmental and labour regulations.

5. Parties should refrain from seeking to increase trade between the two blocs as a goal in itself, but primarily seek to improve commercial partnerships of products that are produced sustainably and are not easily available in the other bloc.

6. Market-opening provisions of such a partnership should focus on trade in sustainable products produced by companies abiding by the CSDDD and similar laws, favouring local and domestic products when possible. This shall also mean stopping the export of harmful substances that are banned in the EU (pesticides).

7. Any initiative for dialogue on standards should be aimed at increasing the level of protection for workers, consumers and the environment and not at facilitating trade (which may be an indirect benefit but should never be a condition for it).

Mercredi 21 juin, le Cercle Vulnérabilités et Société remet à Agnès FIRMIN LE BODO, ministre déléguée chargée de l’Organisation territoriale et des Professions de santé auprès du ministre de la Santé et de la Prévention, une note de position relative à l’évolution du cadre légal en matière de fin de vie.

Cette contribution à l’usage du gouvernement et du législateur, coconstruite par des acteurs de terrain, vise à définir un modèle français de la fin de vie incluant l’ouverture d’un droit à une aide active à mourir.

Elle s’inscrit dans un contexte où les enjeux dépassent la seule question des personnes concernées par la fin de vie, ce qui en fait une question plus collective et systémique qu’individuelle et médicale : ainsi, selon l’étude[1] réalisée pour l’occasion avec le concours de l’Institut Stéthos, un Français sur deux – toutes générations confondues – a déjà accompagné un proche en fin de vie.

Cette publication intervient également au moment où l’opinion publique est partagée : lorsque plusieurs modalités de prise en charge de la fin de vie sont proposées, moins d’un Français sur deux (43%) estime que la première des priorités est de légaliser une aide active à mourir, tandis que 32% citent l’accessibilité pour tous des soins palliatifs et 25% l’amélioration de la qualité de vie et l’accompagnement des personnes les plus vulnérables.

Un cadre de réflexion et 30 recommandations

Le cadre de réflexion et d’action proposé par le Cercle Vulnérabilités et Société met ainsi naturellement l’accent sur l’intérêt de développer une approche sociale et solidaire impliquant l’ensemble des parties-prenantes, touchant notamment à la prise en compte des proches et à l’accompagnement de l’ensemble des professionnels concernés (sanitaire, social et médico-social).

Plus largement, il formule des points de vigilance permettant d’éviter d’éventuels risques de glissement à moyen terme, de façon à ne pas suivre les évolutions et dérives de certains systèmes étrangers.

Au total, le Cercle Vulnérabilités et Société formule 30 recommandations qui visent à accompagner l’évolution du cadre et des pratiques, comme le développement de mesures sociales, pour promouvoir « l’aide à une vie désirable jusqu’au bout » et réduire l’aide active à mourir aux situations d’exception.

La pair aidance : une innovation managériale au service des organisations durables. 30/05/2023

La pair aidance s’est historiquement développée dans le champ du soin. Elle y a gagné ses principes, sa pertinence et sa légitimité, et touche désormais de nouveaux publics et de nouveaux champs, dessinant des perspectives plus larges. De ce point de vue, elle constitue une des formes d’usage des savoirs expérientiels particulièrement concrète et illustrative, au moment où ceux-ci prennent une place grandissante dans la sphère économique et sociale.

Dans le prolongement de sa note «Faire de la vulnérabilité des collaborateurs une force pour les organisations » (Nov. 2020), le Cercle Vulnérabilités et Société a choisi d’étudier spécialement la manière dont la pair aidance tend à devenir, dans le champ du travail, un outil innovant de reconfiguration des relations professionnelles, de solidarité et d’inventivité.

Par extension, ses principes, modalités d’actions et bénéfices sont également susceptibles de profiter à la société tout entière en illustrant une autre approche possible des rapports sociaux.

Cette note permet ainsi de mieux comprendre les modalités opératoires de la pair aidance et d’en dégager la portée et les effets concrets.

Elle a été coconstruite avec plusieurs organisations membres du Cercle Vulnérabilités et Société  (Malakoff Humanis, Randstad, Fondation Falret, Croix-Rouge française, Fehap, Expairtises Pairformhand) et des organisations extérieures (Engie, Philippa Conseil), à partir du témoignage de plusieurs pair aidants et l’audition de Santé Mentale France et du Secrétariat général du Comité Interministériel du Handicap.

Elle a été restituée le 30/05/2023 au Ministère des Solidarités en présence de Madame Geneviève DARRIEUSSECQ, Ministre déléguée chargée des Personnes handicapées.

Soutenir et piloter l’attractivité des Métiers du Care – 7/12/2022

Depuis plusieurs années, les métiers dits du care subissent une inexorable érosion de leurs effectifs jusqu’à atteindre aujourd’hui un état de quasi-rupture : on observe ainsi un déficit croissant de personnels, allant, dans certains cas, jusqu’à la pénurie. Cette situation est devenue très préoccupante pour ces métiers, avec des effets en cascade sur la détérioration actuelle et future de l’offre de soins proposée et de l’état de santé de la population.

La présente note propose une analyse de la situation. Elle s’emploie à mettre en évidence et à analyser divers critères d’attractivité ou de désengagement, mais également à proposer une méthodologie d’approche de la question, très opératoire, reposant sur une équation exprimée en termes de stock et de flux, afin de permettre d’identifier les sources et filières de recrutement, et de faire face à la pénurie avec des réponses immédiates – s’agissant d’une situation critique – autant que dans l’anticipation – s’agissant de métiers nécessitant une formation acquise sur des parcours exprimés en années d’études.

Elle a été coconstruite avec plusieurs organisations membres du Cercle Vulnérabilités et Société : Adef Résidences, Appel Médical (Randstad), l’Arche en France, la FEHAP, France Alzheimer, l’Oeuvre Falret, la Croix-Rouge française,  Domitys, Vivre et Travailler Autrement, HandiEM, La Maison de Santé de Bordeaux Bagatelle, l’Hôpital Foch, La Caisse des dépôts, Alenvi, Ag2R La Mondiale, Maisons de famille, Vivre et Devenir et la Fondation Partage et Vie.

Elle vise naturellement à éclairer et nourrir les décideurs concernés, les pouvoirs publics et les travaux du Conseil National de la Refondation.

Elle a été restituée le 7/12/2022 à Agnès FIRMIN LE BODO, Ministre déléguée auprès du Ministre de la Santé et de la Prévention, chargée de l’Organisation territoriale et des Professions de santé, en présence de Myriam EL KHOMRI, Ancienne ministre, auteure du rapport pour une mobilisation nationale en faveur de l’attractivité des métiers du grand-âge, plusieurs parlementaires, et de nombreux décideurs privés, publics et associatifs.

Faire société avec tous les âges : pour une politique globale du lien intergénérationnel – 31/05/22

Le Cercle Vulnérabilités et Société dévoile ses propositions pour renforcer le « lien intergénérationnel » en France, sujet incontournable de prospective économique et sociale.

Le 31 mai 2022 au soir, le Cercle Vulnérabilités et Société a restitué en avant-première sa note de position « Faire société avec tous les âges » à l’occasion d’un événement présidé par Monsieur François BAYROU, Haut-commissaire au Plan, qui a réuni plus de 150 invités : personnalités politiques, institutionnelles et dirigeants d’entreprises et d’associations.

Issue d’un travail mobilisant 12 organisations (1) membres du Cercle Vulnérabilités et Société, cette note de position invite à une approche systémique de cette forme la plus chimiquement pure du lien social que constitue le lien intergénérationnel. Cette approche entend ainsi réinventer les modalités de la cocréation interâges dans une perspective de bien commun.

Une « alliance pour les générations » pour répondre aux crises actuelles et à venir

Les propositions du Cercle Vulnérabilités et Société invitent ainsi à une nouvelle Alliance pour les générations dans un contexte de tension démographique où la prévalence de crises plurielles – crise financière, économique et sociale, crise écologique et contraintes énergétiques, et plus récemment, crise sanitaire et polémique autour des EHPAD…. – viennent exacerber les risques de clivages entre les générations et entre les groupes sociaux.
